The_Network_of_Asia_Pacific_Schools_and_Institutes_of_Public_Administration_and_Governance_(NAPSIPAG)_was_launched_during_the_September_2003_at_the_annual_conference_of_the_International_Association_of_Schools_and_Institutes_of_Administration_(IASIA)_in_Miami.The_leader_behind_the_great_Asia_Pacific_network_was_Dr._Jak_Jabes,_Director_of_the_Governance_and_Capacity_Development_Division_of_the_Asian_Development_Bank._The_next_year_NAPSIPAG_found_a_physical_location_at_INTAN-Kuala_Lumpur_under_the_leadership_of_Dr._Mohd._Gazali_Abas,_the_Director_of_INTAN.The_Network_held_its_first_annual_conference_in_December_2004_at_the_INTAN_headquarter_in_Kuala_Lumpur_with_more_than_150_delegates_representing_institutes_of_public_administration_spread_around_the_region_of_Asia_Pacific._Ever_since_NAPSIPAG_has_been_holding_its_annual_conference_every_year_in_the_month_of_December._Since_then_it_has_met_in_CNSA-Beijing,_UNSW-Sydney,_NCPAG-Manila,_JNU-New_Delhi,_IMG-Trivendrum,_DPA_Tribhuvan_University-Kathmandu,_SLIDA-Colombo.So_far_NAPSIPAG_has_held_nine_successful_conferences.
The_mandate_of_ADB_support_to_NAPSIPAG_was_for_three_years.It_was_extended_to_the_fourth_year_under_the_leadership_of_Mr._Raza_Ahmad_who_took_over_from_Dr._Jak_Jabes_at_ADB_in_2005._Life_within_NAPSIPAG_started_changing_as_the_number_of_administrators_who_were_mostly_supported_by_ADB_started_reducing._In_2008_ADB_was_shifted_to_the_Centre_for_the_Study_of_Law_and_Governance._The_purpose_was_to_generate_a_stronger_research_ability_of_the_network_so_that_it_is_visible_and_more_impactful_in_the_region.
In_consideration_of_the_changing_scenario_in_the_post-ADB_phase,_NAPSIPAG’s_Constitution_was_amended_in_the_Kathmandu_General_Body_Meeting_in_2011.The_new_ focus_was_upon_the_Secretariat’s_stability_of_tenure_and_a_stronger_focus_on_public_administration_research_involving_multi-disciplinary_and_multi-cultural_methodologies.

NAPSIPAG_organized_an_international_conference_on_ “Leadership,_Land_and_Local_Resource_Management_on_the_eve_of_the_ MDG_deadline_of_2015”,_on_20-22_June_2013,_at_Ecoashram,_Doiwala,_Dehradun._It_was_attended_by_many_international_and_national_academic_scholars,_activists,_lawyers,_judges_and_senior_administrators_from_India_and_South_Asia._The_workshop_was_divided_into_three_prime_areas:

Papers_which_critiqued_the_discourse_on_leadership,_land_and_local_resources_which_have_been_big_city_centric_were_presented._Effort_was_made_to_find_ways_to_highlight_many_voices_from_the_periphery_ which_have_not_made_sufficient_impact_upon_the_policies_which_affect_the_way_ poor_people_live_in_the_Asia_Pacific._Inability_of_leaders_to_synchronize_and_coordinate_many_constructs_of_history_with_local_development_such_as_cultural_norms_with_scientific_progress,_customary_institutions_with_land_management_and_equity_as_a_sacrosanct_theme_for_progress_across_communities,_regions,_sex_and_species._The_discussions_concluded_that_this_lack_of_firm,_knowledgeable_and_effective_leadership_has_created_a_vested_interest_in_the_continuation_of_poverty,_divisiveness,_capacity_deficits_and_deepening_divides_between_the_rich_and_the_poor._In_such_a_fundamentally_flawed_governance_system_the_achievement_of_MDGs_may_remain_difficult_and_therefore_the_goals_of_poverty_reduction,_health_and_well_being_may_not_be_achieved_as_desired._Through_this_workshop_an_effort_is_being_made_to_transcend_the_mainstream_discourses_on_well_being.
